Jonathan Hirst

Managing Director / Founder

Jonathan Hirst is an infrastructure executive with more than 26 years’ experience planning, procuring, negotiating and delivering complex health and social infrastructure projects in Australia and the United Kingdom. He brings extensive experience across major social infrastructure developments, live operational campuses, portfolio governance, procurement strategy, commercial negotiation, project controls, assurance and operational readiness.

As Managing Director and owner of Program Partners, Jonathan will retain executive accountability for the commission, provide strategic direction, lead senior stakeholder engagement and ensure that emerging risks, interfaces and decisions are escalated and resolved early.

John Weaver

Infrastructure Leader | Project & Program Director | Strategic Advisor

John Weaver is an experienced project manager and programme lead with 25 years’ experience across health, defence, education, construction, resources and government infrastructure. He brings strong capability in the planning and delivery of complex health projects, including live brownfield environments, staged works, consultant coordination, procurement programming, construction interfaces and operational transition.

Natalie Munoz

Senior Project Manager

Natalie Munoz is a masters- and degree-qualified client-side project manager with international experience across Australia, the United Kingdom, Sweden and Japan. She brings strong capability in PMO establishment, governance, reporting, multidisciplinary coordination, stakeholder engagement, project controls and the management of complex, multi-workstream developments.

Nicholas Herps

Senior Project Manager

Nicholas Herps is a senior project and construction leader with more than 25 years’ international experience across Australia, the United Kingdom, the United Arab Emirates and Saudi Arabia. His experience spans development, design, pre-construction, construction, commissioning, commercial management, supply-chain engagement and transition into operations. 

Adam Francey

Senior Commercial Manager

Adam Francey is a quantity surveyor and commercial adviser with 23 years’ experience across cost planning, post-contract services, asset management, independent review and assurance. His experience spans health, commercial, residential, education, arts, cultural, recreation and infrastructure projects.

Jonathan Tonuri

Senior Project Manager

Jonathan Tonuri has more than 30 years’ experience across construction, property and consulting, with a strong focus on operational readiness, commissioning and transition for major health projects. His experience includes staged activation, decanting, clinical continuity planning, training, handover and the coordination of operational, ICT, FF&E and commissioning dependencies.  

Lauren Moon

Project Manager

Project delivery professional with 15+ years' experience supporting major infrastructure and telecommunications programs. Experience includes project governance, project controls, stakeholder coordination, contract administration, financial management, change control, reporting and multi-disciplinary project delivery. Lauren supports project teams through structured governance, stakeholder coordination, programme reporting, document management and delivery assurance across complex infrastructure projects
